NC GROW Charter Schools Program
The North Carolina Association for Public Charter Schools (NCAPCS) is excited to announce it was awarded $52,995,683 in funding from the U.S. Department of Education’s Expanding Opportunities Through Quality Charter Schools Program (CSP) Grants to State Entities. This is a competitive grant program that enables State entities, including charter support organizations, to award subgrants to eligible applicants in their State to open and prepare for the operation of new charter schools and to replicate and expand high-quality charter schools.
“Charter schools expand opportunities for students and families, “ said Rhonda Dillingham, NCAPCS Executive Director. “We designed a strong grant proposal to increase student seats in high-quality public charter schools across North Carolina. We are excited about the impact this will have on the future of education in our state as we partner with stakeholders and communities.”
This grant will fund NC Growing Results-Oriented Wins with Charter Schools (NC GROW Charter Schools) Program from 2025 - 2030, which will be led by NCAPCS. Through the NC GROW Grant, NCAPCS plans to:
- Support the expansion of public charter schools, prioritizing innovative Career and Technical Education (CTE), STEM, or AI charter models.
- Deliver targeted technical assistance to help subgrantees strengthen their financial management.
- Provide comprehensive charter school board governance training in North Carolina.
Application Information
The second round of subgrants will open in 2027, with the Letters of Intent due February 19, 2027 at 5:00pm.
Available Awards

Award Amounts
Planning and Implementation: For charter operators entering their planning year, supporting both planning and implementation activities
Implementation Only: For charter operators in Years 1-3 of operation
Expansion Only: For high-quality schools adding grade levels, growing enrollment, launching remote academies, or opening sub campuses
Replication Only: For high-quality charter schools replicating a proven model to expand CTE, STEM, and AI access
NCAPCS is seeking proposals for a Governance and Fiscal Controls Platform to support charter schools across the NC GROW Charter Schools Program.
Charter closures are rarely about bad intentions. They're usually about gaps in financial and operational oversight, often planted as early as the application stage. This platform will help schools and boards catch those gaps before they become real problems, from board governance tracking to budget monitoring to early warning indicators.
We're looking for vendors who can build a tool that's practical for school leaders and boards, not just another compliance dashboard.
